Many believe that the case of Woodland v Essex County Council [2013] UKSC 66 is a landmark decision, one which opens a can of worms for public bodies that want to outsource their services to third party providers. Is that really the case or is this a judgment that is no more than an incremental development of the common law, from which no additional burdens arise?
